On a 40-20 vote the House Tuesday approved legislation to say that driving 10 miles faster than what is posted is no longer a traffic violation subject to fines of up to $250. Instead it would be "wasting a finite resource,'' with the penalty just $15.

And isn't pulling people over just to give them a slap on the wrist a waste of time?

I think the point is that focus will be taken off of this violation and cops should see that it's a waste of time. If they took the penalty away altogether then they would be saying it's okay to speed, or they would just raise the speed limit but then they would still have this 10 over problem to worry about but at a higher speed still. So basically they're saying, "speeding is still illegal but we're probably going to look the other way if you're just a little over".
